Description

The Homeland Sector at Leidos is seeking an experienced and highly skilled Senior Technical Project Manager to support Department of Defense (DoD) programs and initiatives. This role combines senior-level requirements analysis with hands-on IT network and facilities management responsibilities, supporting critical mission areas across Pentagon offices, Joint Staff, and DISA infrastructures. The ideal candidate brings a strong analytical background, deep familiarity with DoD organizations and processes, and demonstrated ability to manage complex, multi-stakeholder technical projects. This position will be in the Western-Northern, VA metro area.

Key Responsibilities

Requirements Analysis & Advisory Support

  • Analyze actual and predictable operational activities related to military, governmental, and program systems to help decision-makers make better-informed choices

  • Conduct qualitative and quantitative analyses, including data modeling, simulations, and decision support system applications

  • Prepare detailed reports and analysis in the requirements functional area for decision-makers at the operational and executive levels

  • Advise Government representatives on regulatory guidance, higher headquarters directives, and requirements processes

  • Develop and deliver DoD-compliant documents and briefings using established templates and Action Officer (AO) processes

IT Networks, Infrastructure & Facilities Management

  • Assist with the execution of projects and tasks associated with IT networks and domains, including transport, end-user devices, and facilities management

  • Work actively with partners to identify gaps and shortfalls associated with workflows and required communications capabilities

  • Assist with procurement and lifecycle management of IT resources, including self-installs and troubleshooting of equipment

  • Coordinate with stakeholders, community partners, and Pentagon offices to ensure alignment and mission readiness

Project Leadership & Coordination

  • Lead and manage entire projects or processes spanning multiple professional areas and functional disciplines

  • Coach, review, and delegate work to junior and mid-level professionals on the team

  • Communicate and collaborate across internal team members and client stakeholders, including subcontractors and vendors

  • Influence project and team leaders regarding solution design, process improvements, and technical approaches

  • Make significant improvements to programs, processes, and solutions to enhance overall results

Required Qualifications

  • Bachelor's degree in a related field or equivalent work experience (Master's degree may substitute for experience — see below)

  • Minimum of 10 years of prior relevant experience supporting DoD programs in requirements analysis, project management, or related technical roles (or Master's degree with 6 years of prior relevant experience)

  • Demonstrated expertise in providing resource and requirements support for DoD programs and organizations

  • Excellent oral and written communication skills with the ability to present complex information clearly to executive-level audiences

  • Strong familiarity with DoD missions, capabilities, organizations, and document/briefing standards

  • Active Top Secret/SCI (TS/SCI) security clearance (required)

Preferred Qualifications

  • Knowledge of DISA infrastructures and transport systems, including Global, CONUS, Pentagon, and Mark Center environments

  • Familiarity with DISA J6 program offices and associated processes

  • Prior experience working with Pentagon offices, including one or more of the following:

    • OSW components (Policy, I&S, A&S, DoW CIO)

    • Joint Staff

    • Chairman's Communications Team

    • Secretary of Defense Communications

    • Procurement and acquisition functions

  • Awareness of Radio Frequency (RF) and SATCOM technologies and capabilities

  • Familiarity with the National Military Command System (NMCS) and National Leadership Command Capabilities (NLCC)

Pay Range $107,900.00 - $195,050.00
