MANTECH seeks a motivated, career and customer-oriented Technical Surveillance Countermeasures Practitioner​ to join our team in Springfield, VA.

Responsibilities include but are not limited to:

  • Ensure Program Compliance and Policy Adherence: Guarantee the TSCM team's full compliance with all national and agency-level policies, regulatory guidelines, and established timelines for all TSCM activities, technical operations, reporting, and training requirements.

  • Provide Operational Leadership and Oversight: Assist the TSCM Program Manager with personnel supervision and operational guidance, ensuring all TSCM operations meet customer needs, threat-based priorities, and national training standards.

  • Oversee the team's overall training curriculum, identify and recommend practitioners for advanced courses, coordinate annual training, and supervise the apprentice program, ensuring adherence to DoD network access requirements.

  • Develop, maintain, and implement comprehensive SOPs for the TSCM team, ensuring up-to-date knowledge of relevant National, DoD, and agency regulations and instructions.

  • Oversee Mission Reporting and Data Integrity: Ensure timely and accurate updates to designated National and DoD CI databases with mission reporting and verify the completeness and accuracy of the agency's mission support database.

  • Coordinate TSCM Activities and Resources: Coordinate with TSCM Cyber and IPMS Leads to ensure appropriate staffing for missions. Manage all team activities, including internal and external correspondence, resource allocation, personnel management, and inventory control.

  • Provide Technical Recommendations and Foster Partnerships: Offer expert technical advice and guidance to security elements and facilities, identifying opportunities for cross-agency collaboration and coordinating best practices for customer technical security. Address TEMPEST issues in conjunction with the CTTA.

  • Document and Mitigate Hostile Surveillance: Provide comprehensive documentation of procedures, identified vulnerabilities, and recommended mitigation techniques. Respond to hostile technical surveillance penetrations in accordance with national procedures, ensuring TSCM program effectively meets national, DoD, and agency objectives.

Minimum Qualifications:

  • 10+ years experience writing and editing of technical documents.

  • Must have Interagency Training Center (ITC) TSCM Certification.

  • Must complete at least 40 hours of discipline-specific development or refresher training every fiscal year. The customer will sponsor Government-offered, discipline-specific development or refresher training IAW National and DoD standards

  • Shall meet minimum training requirements, within one calendar year of assignment, for access to DoD networks in accordance with DoDD 8140.01, by attaining and maintaining at least baseline certification for DoD 8570.01-M Information Assurance Technician Level II (IAT2) compliance.

Desired Qualifications:

  • Telephone security experience (i.e., with Telephone Security Group (TSG) requirements)

  • Certification from TSCM for Information Systems.

  • Bachelor’s degree in Computer Science, Engineering, or a related technical discipline

  • Be a credentialed graduate of an accredited federal or DoD CI training academy (ex. FBI Academy, etc.)

Clearance Requirements:

  • Must have a TS/SCI with the ability to obtain and maintain a Polygraph.

Physical Requirements:

  • The person in this position must be able to remain in a stationary position 50% of the time. Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and or virtual communication, which may involve delivering presentations.
